The NFL deadline for teams to place the franchise tag on players expired Monday without the San Francisco 49ers applying it. That’s no surprise. It would have been a surprise if the 49ers did apply the tag. The team’s top free-agent priorities, after re-signing receiver Anquan Boldin on Monday, are safety Donte Whitner, kicker Phil Dawson and cornerback Tarell Brown. It simply did not make any financial sense to tag any of these players.
