The Cleveland Browns declined to use their franchise or transition tags by Monday's deadline. That means the Browns have until March 10 to sign their free agents or they will hit the market with complete freedom. It also is appearing more and more likely that the team may not retain any of its unrestricted free agents. The tea leaves say the Browns may try to keep one or two, but the players will at least test the market first. One name to watch who was not tagged by his team is linebacker Jerry Hughes of Buffalo.
